[Cvsnt] Aliasing as Admin on Win2K Using Admin file

Okay, let me see if I have this right.

Under the ntserver protocol, to allow a CVS user to act as a CVS
Administrator who is NOT a Windows NT administrator on the Windows NT
computer acting as the CVS server:

1. Create a file called "admin" (with no/blank extension).

2. For each user, enter their domain username ("gatesd" in my case) WITHOUT
the domain name (in other words, simply "gatesd" and not
"saic-us-west\gatesd") on a line. (One username per line.) Ensure that there
is a blank line at the end of the file. (Or did Tony fix this in Build 57a?)

3. Place this file on the CVS Server in the subdirectory of the repository
named "CVSROOT". (In my case, the repository is in
"E:\ARCHIVE\METMFR\SSA\CVS", so the admin file is stored in
E:\ARCHIVE\METMFR\SSA\CVS\CVSROOT.)

If that is all there is, then I'm not sure what I'm doing wrong. (I've tried
a variation on the above - renaming the file to ".admin". It didn't work.)
Each time I try, I get the following (on several different client Win2K
machines with different users listed in the admin file.):

C:\>cvs admin -I
cvs [admin aborted]: usage is restricted to repository administrators


On a Windows NT 4.0 client system (patched to SP6a) I get the following
error message (which I presume to be the correct response to the use of this
command in this context):
C:\>cvs admin -I
cvs [admin aborted]: -I option not useful with client/server


I'm using Build 57a (client and server) on Win2000 (client and server) and
Windows NT 4.0 (client).


So what did I miss?
