[Cvsnt] SSPI without pserver?

In the documentation it is called the "pserver port" but actually all of
the TCP/IP protocols use it. The easiest way to disable :pserver: is to:

(1) delete pserver_protocol.dll from the server
(2) delete the "passwd" from the repositories CVSROOT folder.
