[Cvsnt] Who can perform a cvs passwd?

Hi,

Does a person person performing adminstrative tasks like cvs passwd need to
be a member of the NT group Administrator or is it sufficient for him/her to
be listed in the admin file?

Question is for a ntserver or sspi config with systemauth commented out in
the config file (I guess the default is systemauth=yes).
