[cvsnt] cvs installation

Hi, All.
I have the same problem with new users, but I have domain authentication!

My Login is a member of Domain Administrators group on the <my_server>.
Domain Administrators group naturaly is a member of Administrators group on PC workstation <cvsserver_workstation>

So i logged in <scvsserver_workstation> as Administrator
I set cvsroot to :ntserver:<scvsserver_workstation>:/TEST
I add new user : cvs passwd -a -r vlad -D <my_domain> vlad
"vlad" is an existing account on a <my_server>, but this account not a member of the Domain Administrators, but have administrative right on workstation <cvsserver_workstation>

So, when this user try to log in remotly(or localy) on cvs on <cvsserver_workstaion>, cvsnt raised an ACCESS VIOLETION EXCEPTION!!!

HELP!! 

I followed all steps on URL:
http://w1.858.telia.com/~u85831169/InstallCVSNT.html

But in this instructions there are no examples with domain authentication!
