[Cvsnt] Can't get repository prefix to work- found workaround

I also had to do this to get my repository prefix to work right.  And if I
remember correctly, even after manually changing it in the registry, going
back into the cvsnt control panel GUI and clicking OK causes the value to be
rewritten into the registry incorrectly (ie. with the trailing slash), so I
always have to go in and manually change it back.
