[Cvsnt] localhost vs real-machine-name

I use ntserver mode to connect CVSnt which local in same pc with
client(Wincvs).
When I set CVSROOT as :ntserver:localhost:c:\reponsitory, it doesn't work.
but it works perfectly after I changed "localhost" to my machine name, such
as "stevepc". Also, login successfully at pserver mode, even I use
"localhost".
:), I think it's strange action.
