[Cvsnt] modules program options

You don't do this in modules...
It is done in loginfo if you want the stuff done after a commit or in
notify if you want to be able to select the individual file or in
commitinfo if you want to do something before a commit is done.
modules is there to define the modules in the repository if they are
any more special than just a directory.
