[Cvsnt] file locking

When attempting to lock or unlock a file I am getting this message.

cvs [server aborted]: usage is restricted to repository administrators
cvs [admin aborted]: end of file from server (consult above messages if any)

How do I set myself up as the repository administrator. I was the creator of
this repository.
What do I have to do to lock and unlock files.
