Hardlinks are supported since the very first versions of NTFS (they were
originally motivated by the POSIX subsystem). My LS-Tools collection
(Freeware, http://www.losoft.de/)  contains a "ln.exe" command to create a
hardlink on NT4 and above. (It should also work on NT3.x, however never
checked this out).
