[Cvsnt] installation problems

I have just installed CVSNT 1.11.1.3 build 57f on win2000. I followed all the steps described by Bo Burglund. Everything run well until I came to step 9.  When I typed
"cvs passwd -a administrator"
(I was login as administrator), I saw the prompt for the password. I entered the password (different from real login password) and confirmed it. Then I received the message:
"cvs [server aborted] only administrators can add users"

how to solve the problem?
