[Cvsnt] .owner and .perms: how I can rid of them?

The file permission were correct... but I got the wierdest error message: it
said it couldn't allocate enough memory. It needed 429 MB!!! For checking
out a directory that was 100 KB... One machine did have 512MB could check
out, another had 256 MB and couldn't. After we deleted the .perm files
everything worked also on the 256MB machine. I have no idea how this can be
related to permissions.

Another problem that we had, was that after adding one directory, I couldn't
add a subdirectory anymore. When we deleted the .perm everything worked.
This sound more like a hack of file privileges, so it's fine. But it is a
problem because I want to use the same privileges as they are set normally
in CVS, not add others.
