[Cvsnt] :local: behaving differently from server modes

In an old thread (http://www.cvsnt.org/pipermail/cvsnt/2002-April/004484.html),
there is the following discussion:

The '-d' option to 'cvs checkout' requires a relative path for :local:,
but an absolute path for :pserver: etc.

Has this behaviour been changed in recent versions of CVSNT?
