[Cvsnt] cvs nt and viewcvs

Actually, I finished writing a port of ViewCVS to windows just a few hours
ago. I have a patch posted on sourceforge at
http://sourceforge.net/tracker/?func=browse&group_id=18760&atid=318760 , and
a more user-friendly package at http://russ.hn.org/viewcvs/ .
