[Cvsnt] Thanks : Shadow folder in cvs

Thanks to the email by John Peacock I was finally able
to run the c code available at
http://www.devguy.com/fp/cfgmgmt/cvs/cvs_admin_nt.htm

I definitely had to do a few modification to get that
thing working, but its now up and running.
I made a few changes to the code, such that the C code
could take the path for cvs.exe thru the CVSNTUpd.ini
file itself.
