[cvsnt] CVSWeb annotate is broken - cvsnt Build 57a

While testing my configuration I found the following problem
running cvswebnt 1.93g against CVSNT 1.11.1.3 Build 57a:

| Status: 500 Internal Error
| Content-type: text/html

| Error: Error occured during annotate: error


Exactly the same error shows up running cvsweb on the
CVSNT web site.

As this worked before I assume something is wrong in
CVSNT itself. Directories are created in the TEMP directory,
but there are always empty and not removed.
The created directory names have names like 'cvs-serv507', etc.
