[Cvsnt] Service will not start.

I have installed CVS 1.13.1.2 on a Windows 2000 server system.  However the service will not start.  It says that the service (CVS?) did not return an error, but that there was an error somewhere (either in the Microsoft OS or internally in the service).

Any ideas about what I may have done wrong?
