[Cvsnt] help me for file locking

Hi all,
I have insatalled WivCVS server 1.3 and client 1.2.
Check in and check out working.
but No file locking happening.
when i select Lock selection from menu it showing error

cvs admin -l Test1.doc (in directory C:\cvsclient\cvstest\)
cvs [server aborted]: usage is restricted to repository administrators
cvs [admin aborted]: end of file from server (consult above messages if any)


same error if i give on command line 'cvs edit -c'


Plz help me,i will be appreciate for any help.
