Check out www.zonealarm.com. They do a PC firewall which is free for home
use and I don't think it is expensive for commercial use.

When I tried to set-up a network recently I discovered it blocks all IP
addresses. It even stops pinging. You can, however, configure it to allow
certain IP addresses through.

May fix your problem!
