It is not a bug, it is how CVS works.
The times for all operations are expressed as UTC times (formerly GMT) so that
it can be used all over the world and all developers will be able to participate
without problem due to time zone differencies.

Subject: [cvsnt] timestamp differs 1 hour from system-time

hi,

we use the cvsnt 1.11.1.3 on the server and tortoise eg. wincvs on the
clients.
when we commit a file into the repository, the server loged in the
changes with 1 hour differenz from the system-time (server and client
have the same time).

what can we do to correct this problem? or is this a bug in cvsnt?

thanks for help.
