Installation is done like this:
- find the file cvslock.exe in the CVSNT installation dir
  (if it is not there then download the binary files from cvsnt.org)
- create a command prompt there
- execute cvslock -i
  this installs the lock service
- now add this entry into the config file in your repository:
  LockServer=localhost
- comment out any line with LockDir settings
- commit config back to CVS

This should do what you want.
