[cvsnt] Reserved Checkouts

We work with a kind of compromise for reserved checkouts.

All the developers WinCVS clients are set to checkout read only by default
and they have hit the "edit" button in order to work on a file.

The procedure is that if someone else is shown as working on the file they
immediately unedit the file and ask the other person if they've finished.
Also the perl script sends an email to the relevant people.

It's not stopping 2 people editing the same file at once, but it does get
them to talk to each other :)
