[cvsnt] how does Email notification work in CVS when someone commits on file

I have a CVS server and I want e-mail to get sent out after a commit.  I
have configured CVS using NtServer protocol. 

Can anyone tell me how I can get this thing working? I know that there
is something to do with notify file but I don't know what and how to do
it.
