[cvsnt] Build 57j requires MSVCR70.dll

The new CVSNT build 57j requires MSVCR70.dll in the path.  Apparantly, I don't have this library in my path (Windows 2000 SP3).  I did locate it under the .NET Framework directory tree.  Are you requiring users to install the .NET Framework, and add it to their path?  If not, then can VC.NET be made to target older runtime environments?
