I did, during my Googling. From what I can see, they are generated from
loginfo, one mail per loginfo run.

We have a deeply nested source tree (Java source code tends to create
such deeply nested trees, to mirror the package structure). Most
checkins, even fairly minor ones, span several directories, and I don't
want users to see 5-10 emails per checkin, each with a small fragment of
the checkin.

The thing I noticed about the cvsnt-commits mails, is that they seem to
have that commitinfo + loginfo style, where the full list of files is
collected in a commitinfo script, and the (single, combined) mail is
generated from a loginfo script.

From what I can see of the stuff on telia.com, it's (a) Windows-only
(our repository is on a Linux box), and (b) it's one message per directory.
