[cvsnt] How to be the repository administrator?

[LIU,SHI-ZHOU (HP-China,ex2)]

hi there,
OS: Win2000
Win CVS version:1.3.8.1
 
CVS server OS:HP-UX 11i
CVS server version:1.11.2
 
I want to use command "cvs admin -l", but it said: cvs [admin aborted]:
usage is restricted to repository administrators.
How to be the repository administrator? 
what should i do if i want to use this command?
