[cvsnt] Install of cvsnt 1.11.1.3 57h

I installed cvsnt 1.11.1.3 57f at work with no problem both locally and 
on a domain server using pserver and domain authentication.

I decided to install it on my laptop which is a workgroup of 1. (XP)

I can get the cvs.exe client to work in local mode, but when I try
pserver, it says that pserver is not supported.

Could this have been broken when removing ntserver support?
