Thank's to all for help! It's up and running, now. After writing the
admin file, I just needed to set up the corresponding local account on
the maschine, additionaly.

If you've just created the repository then it should have
SystemAuth=Yes and should work for administrators., but I suspect it's
not working with Active Directory - I use the MSDN supplied code to
check for administrator rights and it seems AD isn't backward
compatible.  With an NT4 DC it works (it's exactly the setup here -
there are no passwd files by default and it lets me do admin stuff all
the time).

The quickest way around this is to edit the CVSROOT/admin and pt your
name in it.
