CVSNT does *exactly* the same thing...

If arguments are to be passed to something which will
reparse a line (for instance, a shell), they should be
quoted.  I'd still love to see this fixed in cvsnt.
(How to add arguments to the cvs program should be
fixed some other way than allowing reparsing).
