It's easy to do on the repository level with the READERS and WRITERS file,
but you can also set NTFS permissions on the files and CVSNT will obey those
permissions providing you have impresonation enabled (the default behavior).

You can see my documented setup at http://www.cvsnt.org/wiki/SetAcl for an
idea on how I set up my NTFS permissions (not exactly what you're looking
for but should help).
