Assuming you mean the lock service installed with CVSNT, the CVSNT service
control panel shows it running. 

I get the same results if I turn it off, which would suggest that there is
some reason why the CVSNT service is ignoring the lock server (set up with
defaults, eg port 2402). 

I do see lots of files being created in the CVS temp directory in either
case - does that indicate that the lock service is not being used? And if
so why? I'd be happy to hear anybody's ideas.
