This really needs a nice big FAQ in the wiki... :)

The first thing to do is to shut down all firewalls/antivirus running
on the server.  Preferably uninstall them (some types don't actually
shut down even though they tell you they do).  Then try again - it'll
probably work.  Then reinstall the firewall/antivirus in stages until
it breaks again.  If it's a firewall it's probably a blocked port
which needs opening.  If it's AV it's a bug in the AV and you should
report a bug to the manufacturer.
