[cvsnt] CVS slow whenever internet connection down

It could also be that you've got notifications turned on, a remote mail
server, and trying to send mail for various actions - and failing.

When our local mail server goes down, CVS slows to a crawl as each send
attempt times out.

It's most likely related to DNS resolving.  What is your value of
CVSROOT?  Is DNS used to resolve the name of your server into an IP
address?

If so, here are two ideas to try:

 - Fix your DNS setup so that resolving the server
   doesn't use DNS.  In particular, use a "hosts" file.

 - Use an IP address instead of a server name in
   your CVSROOT setting.
