meta-diff on sourceforge is good for selecting a diff program based on file
exstension http://sourceforge.net/projects/meta-diff.
A diff utility that determines a file's type and automatically calls another
diff program suited to that file.

kdiff on sourceforge is good http://sourceforge.net/projects/kdiff3 .
KDiff3 is a graphical text difference analyzer for up to 3 input files,
provides character-by-character analysis and a text merge tool with
integrated editor. It can also compare and merge directories.
Platform-independant.

WinMerge seems to be coming along. http://sourceforge.net/projects/winmerge/
 visual text file differencing and merging tool for Win32 platforms. Useful
for determing what has changed between project versions, and then merging
changes between versions

CSDiff has a free version.
