[cvsnt] builds 69-71: error resurrecting files from attic

I'm getting this as well on Win2000. We get this error in two situations.

1. Where a file was added in a branch and then an attempt is made to add 
the same file to the trunk.

2. Where a file was added in a branch and then an attempt is made to 
merge the branch with the trunk.
