[cvsnt] re: cvsnt server install error on WinXP Pro. --- :ntserver:access method not supported?

You did not select the ntserver protocol when you installed:
CVSNT or WinCvs
The protocol support is inside dll files named xxxx_protocol.dll
wher xxxx is the various protocol names.
You should check that you have the file ntserver_protocol.dll in both
the server and client side.

Hi, 
I am installing cvsnt 1.11.1.3 build 72 on WinXP Pro.
I have installed and is adding user.  (following the
installation tips on
http://w1.858.telia.com/~u85831169/InstallCVSNT.html 
on step 9)
When I ran this command:
"cvs passwd -a jiangs", 
I got this error from the Dos prompt:
"cvs [passwd aborted]: the :ntserver: access method is
not supported by this port of CVS"
jiangs user is an administrator on WinXP.

Am I missing a dll file here?
