[cvsnt] cvsnt hangs on commit

I have one directory in a repository where no one can seem to commit
anything.  Files can be added and updated but not committed.

On the local client it seems to just sit there for ever

on remote ones an error of

cvs server: [08:17:21] waiting for Administrator's lock in
P:/source/cvsrepo/OT2/Ontrack2

comes up.

You can commit just fine in other directories, and subdirectories of the
affected one.

Anyone have any ideas?
