Yes, absolutely.  See the documentation wiki at http://www.cvsnt.org/ and
follow Bo's quick-start to get started.  There's tons of documentation
around (that wiki is a good place to start).  You can also follow my setup
for one possibility in an  NT+ only environment
(http://www.cvsnt.org/wiki/SetAcl), but that assumes the basic setup is done
already.
