The MODULES file is manually created, since it can include aliases and ampersand 
  lines as well.  You can use 'cvs ls' to get a directory at any given point in 
the repository (with more modern cvsnt distros).  Conceivably you could write a 
script which parsed the output of that to create a MODULES file.

I believe the latest WinCVS (1.3.11.something) does 'cvs ls' for you when you 
press the "..." gadget during Checkout.
