[cvsnt] Forbidden to install an earlier version of CVSNT after uninstalling a later version?

I uninstalled CVSNT build 73 and installed build 66, no service control
panel installed. I tried many times and many versions on many machines, and
cleared registry, still the same situation.
Is this kind of actions forbidden?
Wondered.
