[cvsnt] group file does not work properly

I set the "ACL" using "group" file, some users belong to several groups, but
each one could not access all the projects that were assigned permissions to
him.
For example,user1 are in group1 and group2, and project1 was assigned
permissions to group1, project2 was assigned to group2, but user1 can only
access project1, when he tried to access project2, it popped up ":cvs
server: User 'user1' cannot access CVSROOT/project2".
I configed the "group" file like this:

group1:user1
group2:user1
...

"
I am using build 66 and eclipse 2.1 as client.
I tried command line client and got the same error message, so it seemed the
problem was in the server side, but where is it?
