Hmm, that wouldn't work...  I need to change the template displayed to
the user based on server state.  Guess I'll have to find another way.

The template is static - it's stored on the client...  A script wouldn't
make much sense as it would only refer to the time of the last checkout.

I believe Unix cvs has a way for verifymsg to modify the log message
during the commit, but I haven't looked much how to implement that.
