[cvsnt] Unable to delete branch tag

Sometime between build 68 and build 76, it became impossible
to delete a branch tag.  The following error message is returned:
"XXX is branch tag : NOT DELETING"

Is this functionality available through another command?  I'm
using "cvs tag -d XXX <filenames>".  The branch itself is empty;
that is, there are no additional versions on it.  I hate having
to edit the ,v files manually.
