[cvsnt] 10s delay resolving client name

Hi

There is about a 10s delay for each cvs command (using pserver protocol).
Switching off "don't resolve client names (debug setting)" eliminates the
delay.
What negative side effects has this setting?

I use WinXP for client and server and a DHCP and DNS server.
