[cvsnt] wincvs authorization problem

Thanks for your help. What dir do I need to put the .perms file in? I tried
putting it in both the CVSROOT of my test repository (which I created through
the CVSNT management applet) as well as in C:\Program Files\cvsnt, but neither
seems to work. (Also, should my first step be checking out my test repository
to a local dir, or importing a module from my local filesystem into my test
repository?)
