cvsnt 2.0.12

RCS wrapper fixes - we should handle spaces a lot better now, plus we
try harder to find the file if it's in the attic, etc.
Several small bug fixes.
Update to VS.NET 2003 (shouldn't affect anyone unless you're building
from scratch).

This release also contains a security fix.  I don't think it's
exploitable (merely annoying) - Unix CVS has the same bug, but it has
lower impact as the default file permissions are more restrictive.
