[cvsnt] Prevent to become editor

Hi,

using the administrative files it is possible to prevent a user's commit. Is
it possible to prevent that an user becomes editor of a file, too ?
The background is once again to implement an exclusive checkout. Step 1 is
to use a precommit check, that the committing user is editor of the file.
Step 2 would be to have a script which ensures that only one user can
become editor of a file. BTW, this is only planned for a particular binary
file.
