Also on a newer system there will never be a RepositoryPrefix tag - some 
parts of CVSNT eg. the control panel use the existence of this tag to 
trigger the conversion code, then delete the tag.  This means you can 
use the same mechanism to check what format the repository information 
is in without relying on the CVSNT version.
