I validate that I am entering the correct user name. I checked the owners of
some of my other projects, ones I created with import. They list my login
the same way I am using it in the chown. I traced the chown command and it
looks like the problem is the following:

S -> Name_Repository((null),(null))
S -> Checking admin file
C:/CVSNTServer/CVSRepository/Engineering/CVSROOT/admin for user clehman
S -> win32getpwnam(clehman)
S -> Machine is standalone
S -> NetUserGetInfo returned NERR_UserNotFound - failing
cvs server: User clehman does not exist

This makes me think it's a configuration with my server, but I am not sure
what or how to fix. Any ideas, or should I just log a bug against CVSNT?

It might be case sensitive -- some parts of CVSNT are still case
sensitive, I think.  Check your history or log info and see what CVS is
getting as your information (e.g. from a previous commit) and use that
exactly.

If that is the case then please add a report to the bug database so it
can be addressed some time in the future.
