[cvsnt] Email notification for CVSNT

You have to write or install an application to take the place of mail on
UNIX systems.  Then you need to update the CVSROOT/loginfo file to use
that new application.

Read the documetation on loginfo
http://www.cvsnt.org/manual/loginfo.html and take a look at the
CVSROOT/loginfo file.  This is not something you can just "turn on"
since every site has different needs.
