cvsnt 2.0.1817

Update to the current testing release under the new versioning scheme.
(Made this one official since people seem happy with it)

* cvs triggers file, which is called for all info operations 
(commitinfo,loginfo,etc.) so
that DLL and COM processes don't need to be specificed in more than one 
place.
* Login failure during sspi now appears the same as other protocols
* Add --readonly command line option so mirrors can mirror the whole 
repository without special readers/writers files.
* Update -A resets -k options
